Utility Allowance Notice

Effective Date: August 1, 2026

Rocky Mount Housing Authority is committed to keeping residents informed of changes that may affect housing costs. This notice is to inform you that utility allowances and/or excess utility charges will be applied to your account effective October 1, 2026. The adjustment is due to the increased utility rates of the City of Rocky Mount and the annual review of utility allowances required by HUD. The review is based on current utility consumption data and utility provider rates.

Residents may see an increase in excess electricity and/or excess gas charges depending on household usage. A utility allowance is applied based on bedroom size to help reduce the total amount a resident may be responsible for paying. Residents are encouraged to use the following practices to help conserve energy and manage utility costs:

Energy Conservation Tips

Adjust thermostat settings responsibly:

• During summer months, raise the air conditioning setting when possible and use fans to help circulate air. During winter months, lower the heat when away from home or while sleeping.

Windows and Doors

• Keep windows and doors closed while cooling or heating systems are in use.

Unplug unused electronics and appliances:

• Televisions, phone chargers, computers, and other electronics may continue to use electricity while plugged in. These items should be unplugged when they are not in use.
• Use "blackout" curtains. Blackout curtains act as an insulating barrier, with their thick, heavy fabric reducing the heat transfer in both directions. In summer, they reflect solar heat outside, and in winter they trap indoor heat that would otherwise escape through the glass.

Fixed Point Thermostats

RMHA is committed to maintaining safe, comfortable homes while also being mindful of utility costs and protecting the HVAC systems that serve our families. To help manage energy usage, control utility expenses, and reduce unnecessary strain or damage to HVAC equipment, RMHA will be installing fixed-point thermostats in all homes.

Please note the following:

• During the summer months, thermostats will be set at 72 degrees.
• During the winter months, thermostats will be set at 78 degrees.
• Residents will not be able to adjust the thermostat settings above or below the established fixed point.
• If you have concerns about the temperature setting or believe an adjustment is necessary, please contact the Management Office for assistance.
• Tampering with or attempting to alter the thermostat settings is not permitted.

RMHA understands the importance of maintaining a comfortable living environment for our families. We appreciate your cooperation as we implement this measure to help manage costs, preserve our HVAC systems, and support the long-term maintenance of our communities.

If you receive a utility bill that you are unable to pay, please contact your Property Manager as soon as possible. RMHA is concerned about the well-being of our families and encourages residents experiencing financial hardship to reach out promptly to discuss available assistance, resources, or appropriate next steps.
