Capital Funds Director

The Housing Authority of the City of Rocky Mount (RMHA) is seeking an experienced and innovative candidate for the position of Capital Funds and Real Estate Development Director. RMHA has 756 Public Housing conventional units and 310 Section 8 Rental Assistance.


Description of Work
:  The Capital Funds and Real Estate Director is responsible for developing and monitoring all Capital Funds Program (CFP) modernization and real estate development activities in the interest of the Agency. The person in this position is responsible for contract and project management that ensures compliance with contract documents and specifications. These tasks are to be performed at a level that supports the Agency's efforts to achieve the highest rating on HUD's evaluation systems. The person in this position will assist the CEO in the oversight of short term and long-range planning for demolition, physical improvements, new/existing modernization, real estate development, and other economic development projects. The person in this position will oversee the maintenance of accurate project files and the preparation of project-related budgets, while ensuring compliance with federal, state, and local guidelines, and residential building code requirements.

The Capital Funds and Real Estate Development Director will perform research to identify funding resources, monitor and maintain a working knowledge of private and public sector financing programs and collect required data for the application of funds. They will also administer the Homeownership Programs. The successful candidate will also identify the scope of work and prepare detailed cost estimates, cost evaluations, project options, and maintains cost database and monitor contract-funding analysis and expenditures with reference to the adopted Agency budget and prepares the 5 Year Plan.

The Capital Development Program and Real Estate Director will supervise architects/engineers/consultants and capital improvement staff for compliance with contract requirements. The person in this position will be responsible for monitoring work performed, quality assurance, quality control, project tracking, and notification of contractors in writing of construction deficiencies. Also, the director will assist in the implementation of the agency planned/preventive maintenance program. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position. Salary Hiring Range: $86,792.00 - $94,839.96, salary compensation based on background and experience, plus excellent health benefits and retirement.

Education and Experience:  A bachelor's degree in engineering, Urban Studies, Building Construction, Building Construction Management, or closely related field from an accredited college or university with five (5) years of progressively responsible construction management experience or any equivalent combination of training and experience with proven ability to manage major development/capital improvement projects.
