RE-BID for sealed bids for Exterior Building Improvements will be received by the Rocky Mount Housing Authority, 1065 Pinehurst Drive, Rocky Mount, NC 27801, until TUESDAY, AUGUST 1ST, 2023, 2:00 p.m., at which time properly submitted bids will be publicly opened and read. Late bids, bids submitted via fax or e-mail, and verbal bids will not be accepted. A bidder must accept all terms and conditions of the contract documents, including, without limitation, the completion of forms and certifications required by the United States Department of Housing and Urban Development. This procurement process is governed by Article 6 of Chapter 143 ("Public Contracts") of the North Carolina General Statutes as well as federal laws and regulations governing Public Housing Authorities. Bidders are responsible for their own compliance with state contracting requirements. At any time prior to the selection of the successful bidder, the Authority may reject any and all proposals.

The project will be bid as a single, prime general construction contract. General Contractors shall have a minimum of 5 years experience with 3 projects of similar type and size satisfactorily completed.

The work consists of removing existing vinyl and aluminum cladding, abating lead-based paint, and installing new vinyl and aluminum cladding at 105 duplex buildings and one office building in the West End Terrace, Nash County, Community.               

The performance period for the Base Bid Work is 120 calendar days. Liquidated damages will be assessed in the amount of $250 per calendar day for each day of delay until the work is completed and accepted.

The Pre-Bid Conference will be held on TUESDAY, JULY 25th, 2023, at 10:00 a.m. at 1065 Pinehurst Drive, Rocky Mount, NC.  All interested bidders are encouraged to attend. 

Specifications, Instructions to Bidders, and Contract Documents will be available for inspection and purchase at Rocky Mount Housing Authority. Prospective bidders may obtain a copy of the bid documents for $100 at the Pre-Bid Conference or before.  The payment will be refunded to those bidders who (1) submit a timely and responsive bid and (2) return all the documents in good condition to Rocky Mount Housing Authority within seven days after the bid opening.
