The Housing Authority of the City of Rocky Mount (RMHA) is seeking a dynamic and experienced Senior Property Manager to lead and manage the strategic operations of our public, private, and mixed-finance housing portfolio. This critical leadership role ensures our properties are managed in compliance with HUD regulations, while maintaining the highest standards of resident services, operational efficiency, and fiscal responsibility. RMHA has 756 conventional units and 320 Section 8 Rental Assistance.

Key Responsibilities
- Oversee strategic planning and implementation of departmental goals to ensure quality resident services and financial performance.
- Lead property management operations, ensuring compliance with HUD regulations and Agency policies.
- Provide direction and oversight to Admissions and Occupancy teams.
- Monitor agency performance metrics such as PHAS and ensure a satisfactory HUD rating.
- Develop and revise policies and procedures in alignment with changing regulations.
- Coordinate capital improvement projects and modernization efforts in collaboration with other departments.
- Serve as the Agency's Section 504 Compliance Officer.
- Supervise departmental staff, promoting a culture of accountability, development, and continuous improvement.
- Act as liaison with local businesses, public officials, and community partners to foster strong relationships and a positive public image.
Ideal Candidate Will Have:
- Proven leadership in property or asset management within a public housing authority or affordable housing setting.
- In-depth knowledge of HUD programs, including PHAS, Section 504, and Capital Fund regulations.
- Strong background in budgeting, policy development, compliance, and team supervision.
- Excellent communication and stakeholder engagement skills.
- Ability to analyze legal, regulatory, and operational issues and recommend responsive strategies.
Education and Experience:
Bachelor's degree or equivalent required and seven (7) years of progressively responsible experience in management or in an administrative capacity in property management or low-income housing, or an equivalent combination of experience and education.
The following Certification(s) or equivalent must be obtained within eighteen (18) months of employment or other allowable period of hire as authorized by the Chief Executive Officer or his/her designee:
- Public Housing Manager
- Enterprise Income Verification System (EIV)
- Low-Income Housing Tax Credit (LIHTC)
- National Standards for the Physical Inspection of Real Estate (NSPIRE)
- Supervisory Maintenance
- Fair Housing
Interested applicants must have a valid N.C. driver's license, agree to a Criminal Record Check, and pass a drug screening test. Salary Hiring Range: $64,795.00 - $70,803.25, salary compensation based on background and experience, plus excellent health benefits and retirement.
